      <p><B>The following is a petition that you may sign by making a comment on this blog. Please give your name, address and email in your comment if you are in agreement with this petition.<B>

<P>PETITION

To:	The Mayors and Members of Council of the Townships of Melanchton and Mulmur

		The Warden and Council of the County of Dufferin

		Ms. Sylvia Jones, MPP

From:	Concerned Residents of North Dufferin County

<P>As you are aware, a business enterprise known as The Highland Companies, and affiliates, has undertaken a massive land assembly in and around Hornings Mills, Honeywood, Reddickville and other parts of Melancthon and Mulmur Townships. To date, they have acquired over 6,000 acres of prime agricultural lands.

<P>A Town Hall Meeting was held and attended by hundreds of concerned residents in Honeywood on January 17, 2009, many of whom had only recently become aware of this land assembly and the impact that changes to the existing land use could have on our community and on future generations of its residents.

<P>This concern was so evident that a committee of North Dufferin County residents was nominated to gather information, liaise with The Highland Companies and our elected representatives, and to otherwise promote the interests of residents in this matter.    This committee, acting on our community&#39s behalf, is known as The North Dufferin Agricultural and Community Taskforce, Inc., or NDACT.

<P>We fully endorse the following statements adopted by NDACT:

&#34We live in The Hills of the Headwaters, in North Dufferin County, recognized as one of the primary sources for water recharge feeding the Nottawasaga,  and Grand Rivers.  Our homes and farms are nestled in an area of magnificent beauty and serenity, amongst some of the best and most productive soils and farmland in Ontario.

<P>The primary mission of the North Dufferin Agricultural and Community Taskforce is to preserve and protect these unique and non-renewable resources, including the agricultural lands, character and lifestyle that have played such an important and vibrant part of our community for more than 150 years.

<P>This land assembly has occurred in an area that hosts the most prime agricultural and potato crop specialty soils in our Province.  Agriculture has been the cornerstone of our community since it was established in the mid-19th century, and we feel that it is critical to the heritage and fabric of our community, today and for future generations, that these agricultural lands be preserved and that the safety, beauty, serenity and tranquility of our community be maintained.&#34

<P>WE OPPOSE ANY CHANGE IN LAND USE THAT WOULD PERMIT A LIMESTONE QUARRY OR OTHER AGGREGATE EXTRACTION INDUSTRIAL USES TO OCCUR WITHIN THIS PRIME AGRICULTURAL RESOURCE AREA.

<P>We urge you to act in the best interests of your constituent residents and to take the necessary steps to officially designate and preserve these lands for agricultural usage.

			  <p><b>Rob Uffen:</b> Having been involved in Ontario cold water conservation projects for many years and having seen the decline of both the resources and participation in conservation, I am, particularly, concerned about the effect of quarrying on the water table and the ecosystems of the rivers that have their sources here on the &#34;dome&#34; of the Niagara Escarpment, some of which, then flow through the Niagara Escarpment UNESCO World Biosphere Reserve. Extraction of stone and development of rail lines are public issues that need public awareness and concensus. I completely support the NDACT petition.       <small>(03/12/09)</small></p>

			  <p><b>Marion Bartlett:</b> We live near the recently sold railway in the city of Brampton and are concerned about the proposed use of this corridor for shipping aggregates.The track crosses ALL major east west roads on the way to Mississauga,and traffic snarls are already a huge issue here. Safety concerns are also a worry as emergency vehicles cannot cross tracks when needed.Grade separations cost 25 million dollars each!!    <small>(03/18/09)</small></p>

			  <p><b>Mr. Reality Check:</b> I seriously doubt your mental capacity. Unfortunately for residents of this area, we are mis-represented by folks like you who stand in the way of realistic low intrusive development, by blowing it way out of proportion and starting a bandwagon. The development of a railway back to Owen Sound will have profoundly more pros than cons, while restoring a certain nostalgia that we the people are so fond of in these communities. It is always depressing to see the close-mindedness of a select few who unfortunately are permitted to actually have a small say in what happens to our economy/lives/and community. The mine is not going to happen to any extent which  has been discussed by your &#34;taskforce&#34;, which has even been indicated by the HRG. I have no affiliation with this group;  I only know that they will provide many benefits to this whole area, and to all of our children&#39;s futures, if we just let history repeat itself with a rail service to Owen Sound again.
In fact, I encourage you to accompany me on a scenic tour train once it has been extended north through our homeland, to observe our beautiful landscape that we all cherish.

People are now being alerted to the issues facing the residents of Dufferin and discussing them regardless of which point of view they support.  This is progress.  Now is the time to discuss these matters, not 5 years down the road when irrevocable damage has been done to our land, trees, water and quiet way of life. The proponent, however, (and it appears some local Councillors) would like people to think there is nothing that can be done about the proposed irrevocable destruction of prime agricultural land.  I am not a member of NDACT, but am in full support of the committee and am in awe of what they have accomplished in a very short period of time, with very little resources. Such destruction is non reversable, non recoverable by natural means and forever alters the landscape. If the products of this quarry are to be used for massive construction projects in the ever growing sprawl of suburbia surrounding the GTA, it should come from their own back yard not ours. <small>(05/24/09)</small></p>

One meaning of the Latin word Unction is the physical thing through which God gives his grace... such as earth. When British gents were giving names to townships in Upper Canada in the early 19th C, they used their schoolboy Greek &amp; Latin. Hence, we have such names as Artemesia &amp; Euphrasia. What evidence do you have than Melancthon was named after a 15th C German theologian named Phillipp Melanchthon? <small>(06/10/09)</small></p>

We as citizens of north Dufferin have to stop the big corporations from changing and raping our beautiful landscape for greed and profit.

I am very concerned what would happen to our water shed, wild life, breath taking views of our rolling hills, our way off life, etc etc. It will be changed and destoyed and forever lost as we know it.

was (and still is) a gravel quarry seeking to dig deeper.
This was a problem for the local farmers, whose cows needed water - they had wells 200 feet and deeper looking for water already, some still without success.
An environmental lawyer was retained by the group to
represent their concerns. Ruling was in favor of the quarry, perhaps for tax revenue considerations.
Have things changed ? Did I miss something ? my cynicism is the result of displeasure of the past.

I spoke personally with some of the people in charge of the construction of this quarry, and even though they claim that they will protect the farmland and the ecosystem of Melancthon, they have no serious plans made to facilitate this. After they are finished with the open pit mining, they have made no real assurances or plans to continue maintenance of the affected area. Without millions of dollars going towards the running of water pumps to pump groundwater out of the pit, it would fill in with water. 

Although Highland Companies have told the press and public that they plan to continue potato growing operations after the mining has run its course, it was explained to me that they were suprised that potatoes were even still growing in Melancthon, and that at this point they had done no serious planning or layout of farming or pumping operations afterwards. It has quietly purchased 8500 acres of land under the guise of growing potatoes while purchasing rail right of way to Owen Sound, obviously to export aggregate from this agricultural land. These 8500 acres are the headwaters of the Grand, Credit and Nottawasaga rivers, an invaluable resource for Southern Ontario.  

Why are our elected representatives not standing up to this outrage, the unconscionable actions of a corporation that has profit as its sole motivation for activity? When will our elected officials act in the best interests of the citizens they have been asked to represent?

I just have to look at the Tar sands in Alberta to see how little respect most of these organizations have for the very thing that provides Canadians with clean safe waters and fertile soils to grow our foods. This is our life force we are talking about here! Mining destroys the land, the wildlife, and in many cases the methods used to mine, are creating never before seen diseases (cancers) in the wildlife, fish and yes humans as well. There is no other word to describe this behavior other than Greed, with a capital &#34;G&#34;.

I am again speechless. This government is famous for creating problems and then coming back years later and telling us we now have the solution for suffering Canadians, but it will cost you the tax payer. Does it make any sense to keep making the same mistakes over and over and expecting different results? Who is really pulling the strings here?

It all comes down to this fact: WE Canadians in general do not have a say or the &#34;Power&#34; to stop such atrocities from happening, and here we helplessly watch another wasteland being created. Shame on you! Then you sell out to other countries, ( quote from a youtube video on the subject, &#34;The Highlands Companies, formed in Nova Scotia by a Boston hedge fund group named Baupost Group LLP, intentionally misrepresented themselves by claiming they were farmers, while amassing extensive land holdings under a front in order to develop .....&#34; Shouldn&#39;t these people be prosecuted?), who then take control. 
Result: our natural resources get exported, we then pay a hefty sum to bring our own products back into our own country, the country of origin.
What&#39;s even more sad, is that most Canadians do not even realize these things are going on behind their backs, until they end up in hospitals sick. How can you let this happen in your own province?!!


(Has anybody heard of the new energy, the new way of life, sustainable energy, food, housing??? Eat fresh and drink fresh? 
Perhaps that is too simple, and there is not enough money in it for our representatives to pursue further.) 

Excuse me for not understanding this type of logic the government so vehemently displays. After all, I am only human! 
But unlike some, I will not sell out. I AM A TRUE Canadian!

Our drilled well provides water and this water comes from the ground water that will be impacted by the proposed quarry.  We are concerned about our farm and the effect that this will have on our use and enjoyment of our property.  In addition to the effect on the ground water and potentially the Grand River itself the dust, noise and greenhouse gas emissions are issues that cannot be ignored. land, but at what price to present and future generations?
The headlands and catchment of any waterway are precious beyond counting. This is not a price we can calculate or properly assess from this vantage point or

RE: The application by Highland companies to operate a quarry in The Township of Melancthon also known as EBR Registry Number 011-2864.
I submitted a comment under the EBR Registry requesting the application be upgraded to a full environmental assessment review. The text of my comments is: &#147;I do not understand any reason why a license application of this type is not subject to a full Environmental Assessment Review. Many historic examples can be cited of unsolvable nightmares and disasters that have resulted from below water table extractions. The Berkley Pit in Montana, Leadville, Colorado and Ontario&#39;s own Sherman Pit Mine in Temagami are a few examples. Many examples of the failure of proposed safety and operational measures to manage environmental safety issues can be cited. The recent Gulf of Mexico deep drilling disaster is an example. Many examples can be cited of the difficulty of achieving compliance with proposed requirements and operational standards. The resulting requirements for shutdown and cleanup costs are paid from tax revenues or left undone. For example, all large rich copper mining companies operating in Montana (including a Canadian company) declared bankruptcy and abandoned their operations. Unclosed mines still leak cyanide into waterways killing them to this day. The difficulties in ensuring compliance from out of province corporations and foreign financial investors need not be detailed.

For all these obvious reasons and many others, I request the license application be upgraded to require a full environmental assessment review.  I believe there exist serious doubt that the long term interests of the immediate community and region are well served by the prima facae evidence presented to date in support of the license application.&#148;

I am writing to encourage you to support a full Environmental Assessment Review for this license application. In addition, I am aware that your Ministry has a policy that allows consideration of local communities that may be adversely affected by recourse extraction projects. I encourage you to use your discretion to also require an independent professional economic impact study. 

Local communities interests usually are not well served by projects of this type. Typically, taxpayers are left paying most externalities as well as unfunded cleanup and other environmental liabilities when corporations decide to abandon an operation. Even during operation, most high-value added activities are conducted elsewhere, and most economic accelerator/multiplier effects similarly accrue elsewhere. Typically local communities experience little value from these projects but live with the vast environmental damage created, and the damage also discourages the possibility of rewarding alternative economies. Tourism is the usual answer. For lack of better alternatives, a town near the Berkley Pit perhaps still runs a tour boat on the pit to tour about a trillion gallons of dead water with a PH so low that metal boat props can&#146;t be used. Tourism is overrated as an alternative.

For the quarry under consideration, there are allegations that one or more individuals representing Highland Companies initially represented the purpose of the land acquisition as potato cultivation, and the company later filed intent of changed land use to quarry with the township. If these allegations are substantiated I believe that questioning veracity and guarantees of the proposal is realistic. Full EAR and independent professional economic impact studies seem well advised to protect local community interests.

My interest in the project is that I live in a forestry town. The mills here are shut down with little hope of renewed operation.  The surrounding forests are cut down, and little local economic activity from forestry can be anticipated for decades.  Municipal leaders know little except forestry economics, and the town feels like it is dying.  Even the leaders now say that the economic growth-engine here is seniors housing and nursing homes--&#145;until something better comes along.&#146; Some of the labor force have worked for years in Alberta and see their families only occasionally.  Moms and Kids stay behind, and kids grow up with dad as an occasional visitor. Few made much money here even when the forests were still standing.  Young people drift away. Things fall apart. Most times even successful resource projects are temporary, and they eventually leave broken communities on their ways to becoming ghost towns. There are quite a few abandoned towns near where I live.  It&#146;s a repeating pattern.

The policy that allows consideration of local communities that I&#146;m aware of is specific to forest based communities, but the policy may be more general. The policy was much stronger until a few years ago when it was amended by legislation. The original policy stated that local communities and other social and economic factors were considered as part of the definition of sustainable management of the resource.  

Since a weakened policy to consider local communities remains in place, I encourage you to use it when considering the decision to grant a license. But first, I encourage you to read your own biography that appears on the Ministry web site.

Communities are important, and all communities ultimately rest on a foundation of sustainably managed economies. Extraction from below water table is always a tricky business, and the potential consequences to small communities are horrendous. The communities are not compensated for the risks placed on them by distant corporations and governments.  You defended your community once; others now need defense.

			  <p><b>Lorna Davis:</b> I lived on a beautiful propery in  Innisfil, Ontario with many streams running throug it . A dump was started  adjacent to us and contaminated our property. This is where the Ministry of the Environment became in volved but they  did nothin to help. They hold all the cards and our regiononal MOE rep took their side, because they wanted to keep the dump open.What I&#39;m saying is you can&#39;t depend on the Ministry, nor the hydrologists  for the proponent. You will have to hire your own..and even then they won&#39;t necessarily accept their findings.  The ontario government wants that quarry, so it wii be a long battle.  <small>(10/26/11)</small></p>
